ParliView is a non-commercial academic research project operated by University College Dublin (UCD), School of Politics and International Relations. The project studies how AI can improve public access to European Parliament information.

Funder:
Silicon Valley Community Foundation (SVCF). The funder has no role in research design, data collection, analysis, or publication decisions. The research team maintains full academic independence.
Ethics Approval:
This research has been approved by the UCD Human Research Ethics Committee (Reference: 025-HS-26-C-Cross).
Project Duration:
The project is funded until 2028. The platform may cease to operate after the project ends or if funding is not renewed. We will provide advance notice before any planned discontinuation of the service.
In these Terms:
By creating an account and using ParliView, you confirm that you have read, understood, and agree to be bound by these Terms of Service. You also confirm that you have read the Privacy Policy.
You must be at least 18 years of age to use ParliView (see also Privacy Policy, Section 19).
We may update these Terms from time to time (see Section 15). Continued use of the Platform after you have been notified of material changes and have re-accepted the updated Terms constitutes your agreement to the revised Terms.
To use ParliView, you must:
Access to ParliView is currently restricted to pre-approved participants. You may not create more than one account. You are responsible for all activity that occurs under your account.

ParliView provides AI-generated responses to questions about European Parliament activities. The system works as follows:
ParliView is a research tool designed to study how AI can improve access to parliamentary information. It is not an authoritative source of parliamentary information.
In accordance with the transparency obligations of the EU AI Act (Regulation (EU) 2024/1689, Article 50(4)), we inform you that content you receive from ParliView is generated by an artificial intelligence system. For further technical details about the AI system, see Privacy Policy, Section 8.
ParliView is an academic research platform. By using the Platform, you are using a tool that is part of an active research study. This means:

You agree not to use ParliView to:
The Platform includes automated content filtering systems, including keyword matching and input length rules. These systems may block certain queries that violate our content policy.
The research team reserves the right to suspend or terminate accounts that violate the Acceptable Use Policy (Section 7) or otherwise misuse the Platform. Where practicable, we will notify you by email of any suspension or termination and the reason for it.
If you believe a moderation decision was made in error, you may contact admin@parliview.org to request a review.

The Platform retrieves and presents data from publicly available European Parliament sources. This data is institutional public information. Users should consult the European Parliament’s legal notice for any restrictions on downstream use of EP source data.
AI Outputs are provided “as is” for personal, educational, and non-commercial use only. You must not represent AI Outputs as authoritative parliamentary information. AI Outputs may contain errors and should always be verified against the original sources (see Section 10).
You retain any rights you may have in the queries and feedback you submit to the Platform. By submitting User Content, you grant UCD a non-exclusive, royalty-free, worldwide licence to use, reproduce, and adapt your User Content in pseudonymised form for the purposes of academic research, platform improvement, and publication of research findings. This licence is consistent with the data processing described in the Privacy Policy.
The ParliView platform, including its design, code, branding, and documentation, is owned by UCD and the project team. Nothing in these Terms grants you any rights in the Platform’s intellectual property beyond the right to use the Platform in accordance with these Terms.
AI Outputs are generated by an automated system and may contain errors, omissions, hallucinations, or inaccuracies, even when grounded in official European Parliament sources. You should be aware that:
We provide source links alongside AI Outputs so that you can check the underlying data directly. We strongly encourage you to use them.
The Platform is provided on an “as is” and “as available” basis. To the maximum extent permitted by applicable law, UCD makes no warranties, whether express, implied, or statutory, including but not limited to warranties of accuracy, completeness, reliability, availability, fitness for a particular purpose, or non-infringement.
Without limiting the foregoing:
To the maximum extent permitted by applicable law, UCD and its officers, employees, researchers, and agents shall not be liable for any indirect, incidental, special, consequential, or exemplary damages arising out of or in connection with your use of the Platform. Your use of the Platform involves the processing of personal data. All data processing is governed by the Privacy Policy, which you should read carefully.
Important: Your acceptance of these Terms of Service does not constitute the legal basis for processing your personal data under the GDPR. The legal basis for data processing is legitimate interests under Article 6(1)(f) GDPR, as described in the Privacy Policy (Section 7). For survey participation, the legal basis is consent under Article 6(1)(a).

We may suspend or terminate your account if you violate these Terms, including the Acceptable Use Policy (Section 7). We will exercise this discretion reasonably, and where practicable, we will notify you by email of the action taken and the reason for it.
You may stop using the Platform at any time. If you wish to have your account deleted, see Privacy Policy, Section 14.3 for details of the erasure process.
Upon suspension or termination of your account:
The Platform may cease to operate when the research project ends. We will provide advance notice to registered users before any planned discontinuation.
We may update these Terms from time to time.
Material changes (changes that affect your rights or obligations): We will provide at least 30 days’ notice via email and/or a notice on the Platform. You will be required to re-accept the updated Terms before continuing to use the Platform; access will be gated behind an acknowledgement interstitial until you do so. If you do not accept the updated Terms, you may request account deletion by contacting admin@parliview.org.
Non-material changes (typographical corrections, clarifications that do not alter meaning): May be made without prior notice. The “Last Updated” date at the top of this page will be revised.
These Terms are governed by and construed in accordance with the laws of Ireland. The courts of Ireland shall have jurisdiction over any disputes arising out of or in connection with these Terms.
Preservation of mandatory consumer protections: If you are resident in an EU or EEA Member State, nothing in these Terms affects any mandatory consumer protection rights you have under the laws of your Member State of habitual residence, in accordance with Regulation (EU) No 1215/2012 (Brussels I Recast) and Regulation (EC) No 593/2008 (Rome I).
Informal resolution: Before initiating any formal proceedings, we encourage you to contact us at admin@parliview.org so that we can attempt to resolve the matter informally.
Severability: If any provision of these Terms is found to be invalid or unenforceable by a court of competent jurisdiction, the remaining provisions shall continue in full force and effect.
Entire agreement: These Terms, together with the Privacy Policy, constitute the entire agreement between you and UCD regarding your use of the Platform, and supersede any prior agreements or understandings.
No waiver: Our failure to enforce any right or provision of these Terms shall not constitute a waiver of that right or provision.
Assignment: UCD may assign or transfer these Terms (for example, if the project transfers to another institution) without your prior consent, provided that your rights under these Terms are not diminished. We will notify you of any such assignment. You may not assign or transfer your rights or obligations under these Terms.
